Perceptions of Sri Lankan Seafarers about the Necessity of Ratifying the Ballast Water Management Convention in Sri Lanka

The International Maritime Organization (IMO) developed and adopted the “International Convention for Control Management of Ships' Ballast Water Sediments” (Ballast or BWM Convention) in February 2004 to prevent uptake discharge invasive alien species harmful aquatic organisms pathogens within ballast water sediments [5]. entered into force on 08th September 2017. In 2020, 85 countries have ratified Convention, representing 91. 11 per cent world merchant shipping tonnage [4]. Yet, Sri Lanka as a Flag State (FS) has still not [8]. This research explored perception Lankan seafarers about necessity ratifying by Lanka. data this qualitative/ quantitative study were gathered via interviews questionnaires given 80 navy officers from both deck engineering departments. Results show that bear idea should ratify waters receive international vessels threatening marine ecosystems, economy human health. Findings revealed most identified need preserve coastal environment protect endangered indigenous living waters. respondents also viewed Port (PS) establish port reception facilities provide training state control officers. Most highlighted national policy framework strengthened scientific address issue. financial incapacity develop task strategy, well inability skills continuous monitoring & main challenges
